Mr Mander was knocked out in the first round after receiving 10 votes.
Tim Nicholls may be "reluctantly" trying to become the new LNP leader but he had already chosen his running mate to "take the party forward".
Lawrence Springborg won the first round of the vote with 17 votes and Mr Nicholls had 14.
The second vote decided it with Mr Nicholls getting one more vote than needed.
