Queensland has recorded just two new community cases of COVID-19, both linked to the Princess Alexandra Hospital clusters.
The latest outbreak has left regional and rural communities on edge, with cases identified in Bundaberg, Toowoomba and Gladstone.
There has been statewide tightening of restrictions with a mask mandate implemented for all Queenslanders for the first time since the pandemic began.
Queensland recorded more than 33,000 tests in the 24 hours to Wednesday morning - a record-breaking number for the state.
Queensland's top doctor Jeanette Young said there are two patients with COVID-19 being treated in Toowoomba Hospital and Bundaberg Hospital. Dr Young said both hospitals have successfully treated COVID patients before.
"Both of those hospitals have managed COVID positive cases before and they are managing those two and because we got them so quickly due to that very fast action by that first nurse in the second cluster, we're not concerned that there's been any significant risk to the community," Dr Young said.
The outbreak has been identified as the UK strain of COVID-19, a much more contagious variant.
"These viruses are just so contagious. Both clusters are based on the B 117 variant, which we know is very, very contagious," Dr Young said.
Premier Annastacia Palaszczuk thanked Queenslanders and said the latest numbers were very "encouraging".
"The signs are very encouraging and I want to thank everybody involved in this. Our contact tracers are first class and are working around the clock," Premier Palaszczuk said.
The decision to lift Brisbane's lockdown will be announced on Thursday by the Premier and Chief Health Officer.
Deputy Premier Steven Miles said the states have not had the guarantee of vaccine supply from the Federal Government.
"We have not had certainty of supply to our hospitals through the vaccine rollout so far. That has required the holding back of enough doses to ensure that we can administer the second dose," he said.
"What we've seen throughout this entire pandemic is every time the Morrison Government wants to deflect from their failings, they launch an attack on the states and territories.
