Hung parliament realities set in

The LNP has taken a more conciliatory tone with the concept, going so far as to call it a "good thing" despite warning Queenslanders about the risk of a minority government for much of its election campaign.

And the Speaker-designate, independent MP Peter Wellington, said Queensland's 55th Parliament could go down as one of the best in the state's history.

During the January state election campaign, then-premier Campbell Newman said he would rather his LNP lose government than have a hung parliament.

In the end, Queensland got both.

On Tuesday, Mr Newman's successor as leader of the LNP, Lawrence Springborg, said Queenslanders might yet learn to appreciate the benefits of a hung parliament.

"This is a minority government in a hung parliament where no one controls the numbers, so therefore legislation can be considered on its merits regardless of who introduces it," he said.

"That will lead, ultimately we believe, to better proposals which are being considered that are supported by Queenslanders and not just voted down on the basis of politics."

When asked about the LNP's apparent change of tune, Mr Springborg said the Opposition had to deal with the Parliament Queensland voters installed.

"The people of Queensland voted for a Parliament which is very, very finely balanced, where an independent member has the balance of power," he said.

"We need to accept that.

"…The simple reality is that the Parliament is a place where no side of politics has a clear majority and therefore we work with the dynamic that the people of Queensland democratically gave us to make sure we get the best laws and the best outcomes."

Mr Springborg said he was "encouraged" by Mr Wellington, the independent member for the Sunshine Coast hinterland electorate of Nicklin, whose casting vote could decide legislation introduced from either side of the house.

"I think that is a clarion warning to the government and also an invitation to the Opposition that if we're prepared to be constructive and put forward good laws, they will be considered on their merit and I think Queenslanders like that," he said.

Mr Wellington said he had "high hopes" the hung parliament would bring an era of moderate, consultative politics from both sides of the house.

"I've made it pretty clear that, if my vote is needed, I will be voting on the merits of the proposals," he said.

"It could be the case there will be good proposals coming from the Opposition or from the Katter Party, not only from the government."

Mr Wellington said that left the door open for the LNP to pass legislation from the opposition benches.

"If Lawrence [Springborg] comes forward with some good proposals - and those proposals are endorsed by the committee and has merit, and if the government wants to vote against it for whatever reason - I may choose to support Lawrence's proposal," he told Fairfax Media.

Mr Wellington said the potential was there for the 55th Parliament, which will first sit on March 24, to be one of the best in Queensland history, based on consultation and pragmatism.

The Labor government, meanwhile, has insisted it has a right to have its mandates respected.

Health Minister Cameron Dick said it was the government's duty to do everything it could to deliver its election commitments.

"That's the number one criteria I put on myself," he said.

"We have a very significant number of election commitments. If that involves legislation, yes, that legislation will be put to the house.

"My hope is that the LNP will respect the mandate that we have to deliver on those election commitments.

"I certainly hope they look at that and be thoughtful about it and not just play politics with every bill that comes into the house."

"Certainly in a number of public health areas, I hope for support in areas like the establishment of a public health commission that we have said we would deliver.

"I think some of those things are beyond politics and I hope that's the approach that is adopted by the Opposition."
